European Water Policy

Objectives:
This seminar focuses on various issues raised by the European Union (EU). It is directed at multi-skilled engineering students who are likely to hold management positions, and who desire to have a better understanding of what the European Union means, in concrete terms, for 500 million citizens living in the 27 member states.
We'll be looking at how it works, its competencies, its limits and its potential influence in a global way. In this perspective, we will discuss the EU's history, political system, economy and international relations.
To do so, we will rely on the solid experience of the social sciences, which enable us to problematize EU stakes in a dynamic of intellectual openness and rigorous "engineer"-type debate. These complementary approaches will enable us to better grasp the originality, but also the complexity, of this "unidentified political object", to quote Jacques Delors.
The seminar includes a negotiation simulation. Using this example, the negotiation simulation will enable participants to experience the construction of a European policy from the inside. It will also provide an opportunity to reflect on instruments for the strengthening of European integration.
Negotiations will be prepared by a series of meetings with key witnesses of European Water Policy.
Evaluation :
50%: a 5 minutes (maximum) flash presentation followed by questions and debate.
50%: Group exercise: participation in the negotiation simulation during the final session.
Participation in the debates will round the average of the two marks off (upwards or downwards). Just as in the other seminars, absences are penalized by one point per absence.
