The course offers an analysis of institutional frameworks and the practice of power through a panorama of objects of study. The course focuses mainly on France, under the Fifth Republic, without excluding historical or spatial comparisons, in order to grasp institutional evolutions and the specificities or similarities of problems depending on the country.

The course is organized in two parts. The first introduces the frameworks and notions relating to constitutionalism, the state and political regimes. Followed by a study of the executive and legislative powers and their interactions. The second part approaches institutions in action, through the reform of the State, territorial organization, local powers, public action and electoral institutions.
